Hankar [Astro*Index]A colonel in the French Army during WW-I. While in combat, he noticed that visible planets seemed to correlate with battlefield events.
After the war, he attempted to determine astrological correlations empirically. He worked with a set of 5,000 timed charts of public figures, and was concerned only with visible events. Unfortunately, his work was never published. He is important because he was a pioneer of modern empirical astrology.
